BYLAWS AMENDMENT
The proposed amendment of the bylaws to create the Executive Secretary was approved by the majority. At the time the ballot was sent out, there were 41 eligible members, i.e., due-paying members. Of these, 26 voted to approve. There was no opposition.

The proposed amendment pertains to the creation of the "Executive Secretary" with an extended term of three years. The rationale for the amendment is to create a continuity in the operation of KAEA. At the KAEA annual meeting in NYC, January 1999, it was resolved unanimously that the incoming executive committee take all the necessary steps to amend the by-laws to create the executive secretary to take effect, no later than January 2000.

KAEA EXECUTIVE SECRETARY SEARCH COMMITTEE
A nomination committee for the newly created executive secretary has been formed. Profs. Kim Youn Suk, Kim Kwan Suk, and Pyun Chong Soo have been appointed to serve on the committee, Prof. Kim, Youn Suk, serving as the chair. The committee is to recommend a candidate or two by the end of August, to be put on the ballot later this year.



 
PLANNED KAEA CONFERENCE IN OCTOBER, 1999
The KAEA is planning to have a conference in Washington, DC, October 4-5, 1999. The theme of the conference is the prospect of economic cooperation between North and South Korea. Prof. Chang, Semoon and Dr. Merrill, Yesook, the President and Secretary of KAEA, respectively, have been working hard to put together a useful program and to raise fund for it. INVITATION TO THE DC CONFERENCE
Dear Due-Paying Members of KAEA:

The members of the executive committee have been busy preparing the KAEA's conference on economic cooperation between the two Koreas as well as our year 2000 meetings in Boston during the ASSA meetings. In preparing the conference program, we have encouraged proposals from our members. We are pleased to announce that we have been able to accommodate all applications from our members as submitted during the solicitation period either as a presenter or as a discussant. The tentative program is posted on the web: http://bms.usouthal.edu/cber/KAEA.htm.

As another service to our members, we would like to invite all paid members of KAEA in 1999 to the conference. If you live within a driving distance and do not require sleeping arrangement in DC, all you have to do is to let Dr. Young Back Choi, KAEA's treasurer, know at choiyb@stjohns.edu by the end of June.

If you live within a driving distance but require sleeping arrangement, we will provide you a double occupancy room for Sunday (October 3) and Monday (October 4) as well as meals during the conference. In this case, please reserve your place by mailing a $100.00 deposit to Dr. Choi. The deposit will be refunded to you after you attend the conference. (The deposit is not refundable, if you do not attend the conference, for what ever reason.)

If you need to fly in with a discount fare, we will provide you a double-occupancy room from Saturday afternoon (October 2) to Tuesday morning (October 5) and reimburse air fares up to $300. Meals are provided on Monday and Tuesday during the conference. In this case, you also need to reserve your place by mailing a $100.00 deposit to Dr. Choi. The deposit will be refunded to you after you attend the conference. (The deposit is not refundable, if you do not attend the conference, for what ever reason.)

Please understand that the only reason for requiring the deposit is the high cost (about $700) of accommodating an overnight participant that incurs when a member cancels his or her reservation at the last minute. For this reason, we need to receive your deposit to ensure your place at the conference.

We are hoping that many of you can join us in Washington. If you plan to attend, please e-mail Dr. Young Back Choi and mail your deposit by the end of June. If budget is exceeded, we may have to limit the number of members that we can accommodate. If we have to limit the acceptance, it will be based solely on the first-come-first-served basis. Finally, those of you who requested to be on the program after the solicitation period ended will be considered if and when vacancies arise.

MEMBER NEWS
KAHNG, Sun Myung; Professor, Department of Economics, University of Minnesota, Morris, MN, 56267; Ph.D., Indiana University; paid-member 1998. See the eulogies posted on the KAEA web site http://econweb.tamu.edu/KAEA/newsletter/eulogy/kahng.htm. The KAEA sent a flower arrangement to Mrs. Patricia Kahng on behalf of the members.

Jang-Hee Yoo, who is the dean of the Graduate School of International Studies at the Ewha Womans University, has just published a book titled "Real Success, Financial Fall: A Reassessment of the Korean Dynamism." Professor Yoo was the KAEA's president in 1986, and made significant contributions in the early years of the Association. Professor Yoo offers in the book various new policy measures that Korea needs to consider in order to strengthen its position in the growing global village. Anyone interested in purchasing a copy needs to contact the Ewha Womans University Press at 82-2-3277-3164.

Dr. Yoo would like to receive applications for their master's program in International Business from the daughters of the KAEA members who are graduating and consider working in the fields of international business. Youn-Suk Kim (Kean Univ.) completed his two-year term of President, the Korean-American University Professors Associaitoin, 1997-1998.

J. Jay Choi calls for papers on Asian financial crisis. He serves as the Series Editor for the International Finance Review. The first volume, "Global Risk, Emerging Markets, and International Investment," will be published by JAI Press/Elsevier, and contains high quality original articles concerning thecauses, consequences and lessons of the recent Asian financial crisis.

Theoretical, empirical or institutional papers on issues pertaining to both domestic and international dimensions of the crisis are welcome, as are the papers that critically evaluate the Asian financial crisis in line of similar experiences in other regions.

Completed papers, in triplicate, should be submitted to (sorry, no on-line submissions will be accepted) to J. Jay Choi at the address in the directory.

Separate volumes are planned on global financial markets: risk, crisis and contagion (Vol. 2) and Korean industries and financial markets (Vol. 3). The Series will publish theme-oriented annual volumes on global risk management, emerging markets, international finance and investment, international capital markets, and other related issues. Country or region-specific volumes may also be considered. Those interested in editing a volume are invited to contact Dr.Choi.

FELLOWSHIP
The East-West Center (Honolulu, Hawaii) is managing the POSCO Visiting Fellowship Program. It is sponsored by the Pohang Iron and Steel Company, Ltd.(POSCO), and is intended to promote understanding and cooperation among the nations in the Asia-Pacific region, by supporting academic research on important issues in the region. Currently, four major issues are emphasized: Asian Financial Crisis and Future Financial Architecture; Evolving Security Structure in East Asia; Economic Cooperation in Northeast Asia; and South-North Korean Relations. We are flexible about the research topics for individual fellows. We will provide each fellow with one round trip to Honolulu, a modest amount of stipend, and an honorarium for a seminar presentation of his/her research at the Center. Each fellow is required to stay at the Center for at least a week and make a presentation. He/she is also required to submit a research paper (25-50 pages) during the fellowship period.

Four fellowships are available for this summer. Unfortunately, we can select only one from Korean-American scholars at this time. We may be able to increase the number next year (beginning from October 1, 1999) as we will invite about total ten fellows in that year. While we invite the members of Korea-America Economic Association to apply, we are also earnestly asking them to spread words on this fellowship program to as many American colleagues as possible.

Fukui Prefecture University
Job Opening for Korean Economics and Labor Economics or Quantitative Methods

The Department of Economics at Fukui Prefecture University located 2 hours North-West of Osaka is now in the process of finding a people to teach a course on Korean Business and Economy.

The person has to be able to teach not only Korean Business and Economy, but also have some experience in teaching Labor Economics (or Labor and Industrial Relations or Public Policy) and/or Statistics (or Time Series or Cost Benefit Analysis). We also prefer the person to be a Korean national with some ability to speak Japanese.

This is a tenured position (Koshi or Jo-kyouju which mean Lecturer or Associate Professor) beginning April 1, 2000. The closing date for application is July 31, 1999.

PLANNED PUBLICATION OF KAEA MEMBERSHIP DIRECTORY
Continuing the tradition of periodic publication of the membership directory, the KAEA will publish and distribute a hard copy of the KAEA membership directory. The executive committee has agreed that, contrary to the past practices, only due-paying members (either in 1998 or 1999) will be listed. (Of course, junior members for whom the due is waived will be listed as well.) This measure is mainly motivated to rid inactive members from the list. It is also motivated to encourage due payment from members.



 
MEMBERSHIP DUES
Speaking of dues, of the 275 currently listed in the KAEA Membership Directory, only 51 members have paid their dues to date, (not counting 22 junior members for whom due is waived.) This is after reducing the due from $40.00 last year to $20.00 this year.

Last year the number of due paying members was 72. There are explanations: last year the KAEA-KEA conference in Seoul might have attracted extra due payment.

Even so, KAEA should strive to increase due-paying membership. All those who wish to participate in KAEA sponsored functions--which are numerous and valuable, e.g., KAEA-SEA sessions, KAEA-ASSA sessions, the planned DC conference, not to mention KAEA-KEA conference in Seoul next year, etc.--must keep in mind that only due paying members will be allowed to participate formally. There are many benefits in being a due-paying member. For example, due paying members will be generously subsidized in their participation in the forthcoming DC conference on the economic relationships between two Koreas.
